Reading fluency refers to the ability to read text smoothly, accurately, with expression, and at APPROPRIATE speed.  If a student's Oral Reading Fluency screeners indicate issues and their reading accuracy is low, an educator should first look into the student's phonological awareness as well as their ability to decode words accurately and automatically.  A student's WCPM in primary grades is a strong predictor of reading comprehension (Garcia & Cain 2014).
